Commonwealth Fusion Systems (CFS) has announced that it plans to build a fusion power plant, named ARC, at the James River Industrial Park in Chesterfield County, Va.—and that it expects to be the first company to make fusion power available at grid scale.

How can outage planning ensure plant maintenance goals are met?

It’s all about finding the sweet spot: performing the correct maintenance at the correct interval (that is, the longest possible) with the correct resources (people, parts, and plant conditions) in a safe and efficient manner.

When engineering and maintenance teams adjust periodic maintenance (PM) intervals for plant components, they must take into consideration operating history, industry experience and guidelines, and vendor recommendations. This data, in conjunction with risk assessment, can be used to stretch maintenance intervals. If a valve fails before the scheduled PM, for example, the PM interval may be too long. But if a valve is overhauled during every refueling outage and the soft parts still look new each time, extending the PM interval would save money via man-hours, parts, and scope. A smaller outage work scope results in shorter outages, which results in less money spent on replacement power for the utility. That’s the real savings.

Subsequent license renewal critical to meeting U.S. climate goals

As the United States intensifies its efforts to combat climate change and transition to a low-carbon energy future, the role of nuclear energy has never been more critical.

One key strategy in this transition is the subsequent license renewal (SLR) of our existing nuclear power plants, allowing them to operate for up to 80 years. This extension brings several significant benefits.

Continued low-carbon energy production—By extending the life of existing nuclear power plants, we ensure a steady supply of low-carbon energy, reducing our reliance on fossil fuels and helping meet our nation’s emission reduction targets. Given that nuclear power currently provides nearly 20 percent of the U.S. electricity supply and more than half of its low-carbon electricity, maintaining this capacity is vital for a sustainable energy future.

Summer’s inoperable diesel leads to NRC safety finding

The Nuclear Regulatory Commission has finalized an inspection finding as “white” related to an inoperable emergency diesel generator at the V. C. Summer nuclear power plant in Jenkinsville, S.C. Under the NRC’s reactor oversight process, a white inspection finding reflects low-to-moderate safety significance.

“Maintaining the operational readiness of all safety-related equipment is crucial for the plant's ability to respond effectively in emergencies,” said Laura Dudes, NRC Region II administrator. “While not indicative of immediate risk, this finding underscores the need for continuous vigilance and improvement in the plant’s corrective action process.”

SLR application for Summer accepted for review

The Nuclear Regulatory Commission has docketed an application from Dominion Energy South Carolina for the subsequent license renewal (SLR) of the V. C. Summer plant’s Unit 1 reactor. The action was announced in Monday’s edition of the Federal Register.

At a recent meeting of the Southwest Virginia Energy Research and Development Authority, advanced nuclear was on the docket for discussion. According to an article in the Bristol (Va.) Herald Courier, Dominion Energy vice president for business development Emil Avram discussed Dominion’s plans for developing advanced nuclear facilities featuring small modular reactors in southwestern Virginia, as well as the company’s vision regarding other energy sources.

Avram’s May 9 talk came at a time when Virginia is at the forefront of national efforts to deploy commercial SMRs. Gov. Glenn Youngkin has pledged that the commonwealth will be the first to build and deploy a commercial SMR, with plans to locate it in the coalfield region of southwestern Virginia.

Monticello SLR application docketed

NRC approves Kewaunee license transfer to EnergySolutions for decommissioning

The Nuclear Regulatory Commission has approved the transfer of the operating license of the shutdown Kewaunee nuclear power plant from Dominion Energy to EnergySolutions. The transfer, which includes the general license for the Wisconsin site’s spent fuel storage facility, is contingent upon approval by the Wisconsin Public Service Commission.

EnergySolutions entered into an agreement with Dominion in May 2021 to acquire the Kewaunee site for decommissioning.

Power uprate approved for Millstone’s Unit 3

The Nuclear Regulatory Commission has granted Dominion Energy’s request for an increase in the generating capacity of Millstone-3. The Richmond, Va.–based utility had applied for the power uprate last November, requesting an increase of approximately 1.6 percent.

NRC staff determined that Dominion could safely increase the reactor’s heat output, primarily through more accurate means of measuring feedwater flow, according to a November 18 press release. The NRC’s safety evaluation focused on several areas, including the nuclear steam supply systems, instrumentation and control systems, electrical systems, accident evaluations, radiological consequences, fire protection, operations and training, testing, and technical specification changes.

Westinghouse to pay over $20 million for failed Summer project

ASLB to hear argument against Point Beach license renewal

An atomic safety and licensing board has been established to address a hearing request filed on behalf of an antinuclear group regarding the subsequent license renewal (SLR) application for NextEra Energy’s Point Beach reactors, located near Two Rivers, Wis. The Nuclear Regulatory Commission published notice of the panel’s formation in the April 2 Federal Register.

Virginia’s plan for nuclear in state’s energy strategy released

Virginia’s nuclear-sector stakeholders, led by the Virginia Nuclear Energy Consortium Authority (VNECA), have drawn up a plan for helping the state reach its goal of 100 percent carbon-free electricity generation by 2045.

Released late last month, Virginia is Nuclear: 2020–2024 Strategic Plan is the result of legislation, SB 549, signed into law last year. The law directed the state’s Department of Mines, Minerals and Energy; Secretary of Commerce and Trade; and Secretary of Education to work with VNECA and the Virginia Economic Development Partnership Authority to develop a comprehensive blueprint for the role of nuclear energy in Virginia’s overall clean-energy strategy.

“The nuclear industry is vital to Virginia, and the Lynchburg region in particular,” said state Sen. Stephen Newman, who sponsored SB 549. “Jobs, economic growth, and clean air are just three of the benefits the state will see from the plan. I am proud of the industry and look forward to seeing them move forward with the plan.”

Former SCANA CEO pleads guilty to fraud

The latest episode in the continuing saga of the failed nuclear expansion project at South Carolina’s Summer plant played out in federal court last week when the former chief executive officer of SCANA, Kevin Marsh, pleaded guilty to charges of fraud. According to the state attorney general’s office, Marsh will serve two years of a 10-year sentence, followed by three years of probation, provided he continues to cooperate with prosecutors. Marsh will also part with $5 million, which is to be used to help low-income ratepayers with their utility bills.

“This case is a good example of the power of our state grand jury and how our office uses it to hold the powerful accountable,” said South Carolina attorney general Alan Wilson. “While this criminal proceeding is not meant to repay the customers who spent billions of dollars on nuclear plants that were never finished, we hope they take some comfort from the fact that the former CEO of SCANA has pled guilty for his role in this debacle. A public utility and its officers must serve the public.”

NRC accepts Point Beach SLR application

The Nuclear Regulatory Commission has accepted for review NextEra Energy’s subsequent license renewal (SLR) application for its Point Beach reactors, making them the fifth and sixth units currently under consideration for a second 20-year license renewal. (SLR applications for Dominion Energy’s North Anna-1 and -2 and Surry-1 and -2 are also being reviewed, while SLR approval has been granted for Exelon’s Peach Bottom and NextEra’s Turkey Point units.)

NextEra submitted the SLR application in November of last year—the first such application involving a Midwestern nuclear plant. The NRC approved the plant’s initial license renewal in December 2005, allowing Unit 1 to operate through October 5, 2030, and Unit 2 through March 8, 2033.

ASLB established for North Anna SLR application

The Nuclear Regulatory Commission has announced the establishment of an Atomic Safety and Licensing Board to address a hearing request filed last month concerning Dominion Energy’s subsequent license renewal (SLR) application for the two reactors at its North Anna plant. The application, submitted in August of last year, was docketed by the NRC in October.

The contention: Filed by three anti-nuclear groups—Beyond Nuclear, the Sierra Club, and the Alliance for a Progressive Virginia—the 71-page hearing request argues that Dominion’s environmental report, submitted in support of its application, “fails to satisfy” the National Environmental Policy Act, as well as 10 CFR 51.53(c)(2) and 51.45(a), “because [the report] does not address the environmental impacts of operating North Anna Units 1 and 2 during the extended SLR term under the significant risk of an earthquake that exceeds the design basis for the reactors.”
